Village of Wolcott Board of Trustees June 12, 2007 7:00PM Mayor Monson called the meeting to order 6/12/07 at 7:00PM. Members Present: Trustees Baker, Costello, Krasucki and White Others Present: Larry Hogan, Daphne Dudus, Judi Buckalew, Norma Stewart, Amber Lapp, Erica Shove, Ron Lancy, Jerry Laird, Nick Rizzo, Brigette Vanderwheel, Heather Perce Pledge of Allegiance Police Department • An arrest for the liquor store robbery will be made soon. Also, some of the stolen property was recovered on 6/12/07. • Another arrest was made for the Pit Stop robbery. • Progress is being made on the burglaries involving Headlines and the Village Restaurant. Frank D’Aurizio has been working with them on the cases. • The department is still looking into a vehicle grant for a new police car. • Mayor Monson would like to thank David Miller for his years of service to the Village of Wolcott and wishes him well in his future endeavors. Highway Department • Trustee Costello stated that a quote for striping the Village streets has been received. Mayor Monson would like the striping done prior to the Bi-Centennial parade. Trustee Costello made the motion to approve the quote for $3,884.96 for painting stripes on the Village streets. Trustee Baker seconded the motion and all voted in favor. • Mayor Monson read a letter written by Brian Dean of Sunset Terrace in Wolcott. Mr. Dean is concerned about the deteriorating condition of his street and would like the Village Highway Department to look into making repairs. • The Department borrowed a mower from the Town of Butler because the John Deere tractor purchased May 2007 has not arrived in Wolcott yet. • Wolcott Cold Storage and Cahoon Farms have both stated that they will deed their ownership of Leavenworth Avenue over to the Village of Wolcott. They will not do any repairs to the property prior to any transfer. Lisa Schlonski will also deed over her portion of the street. Trustee Krasucki asked how much the current condition of the street affects EMS response time. David Miller responded that they must often use alternate routes thus increasing response time. • Mayor Monson would like to see Lisa Schlonski take over the entire street and make it a gravel surface. Highway Department, Con’t • Estimates have been acquired for repairing Sunset Terrace. The estimate from Suit-Kote is for $9,393.00. All-County Construction has prepared an estimate for $4,856.00 but the Village of Wolcott will have to pay for the asphalt and supply the trucks. Trustee Baker would like an estimate from Spano for oil and stone. Nick Rizzo will get more quotes for the work to be done. He will also pick up the piles of asphalt in front of Brian Dean’s house. • The work on Cemetery Street has been completed. • An 18” pipe has been laid on Lake Avenue from the trestle toward the sewer plant. Jamko will come out next week to run a camera down the line. Water/Sewer • Trustee Krasucki read a request from Wyman and Janet Darling to abandon water service at 12072 East Main Street, Wolcott, effective June 13, 2007. Trustee Costello seconded the motion and all voted in favor. • Trustee White read a request from Wyman and Janet Darling to abandon sewer service at 12072 East Main Street, Wolcott, effective June 13, 2007. Trustee Baker seconded the motion and all voted in favor. • Rusty Schryer will be doing a lot of excavating at the E. Main Street property and will have a lot of good fill that Nick Rizzo may be able to use. • Trustee White read a request from Delpha Youngman to abandon sewer service at 6380 West Port Bay Road, Wolcott, effective June 13, 2007. Trustee Krasucki seconded the motion and all voted in favor. • Trustee Krasucki read a request from Delpha Youngman to abandon water service at 6380 West Port Bay Road, Wolcott, effective June 13, 2007. Trustee Costello seconded the motion and all voted in favor. Fire Department The Fire Department is busy at a house fire on Graves Point Road tonight. Code Enforcement Code Enforcement has nothing at this time. Historical Society • Members from the Historical Society met with the Planning Board and got approval for the new sign for the Carriage House. The sign will be hung above the false double doors on the front of the building and will be hung prior to July 14th. The sign is being created by the company Signs and Designs. • There is a new display up, “Fashion on Parade”, which covers clothing and shoe fashions from all of the bicentennial era. • Historical Society members will be planting the flower pots around Venus. Norma Stewart Mrs. Stewart inquired if the Village of Wolcott would like to place an ad in the Bicentennial booklet. Mayor Monson responded that Art Williams, attorney for the Village, had previously stated that the Village can not use public funds for this type of purpose. Mayor Monson may place an ad personally if he so chooses. The cost for a full page ad is $20. FEMA Update Reviews will be sent out to individuals giving them the opportunity to voice any objections. This reviewing process must be completed before further steps can be taken. Village Sidewalks • Mayor Monson walked the Village streets with Alex Wells. The Village will begin fixing the Village owned sidewalks first. • Alex Wells has been doing some repair work on Main Street, which should be done this week. He will get a price together for work per foot for further repairs. Contract With Paul Wagner Trustee Baker made the motion to approve the contract with Paul Wagner for services to be provided for the fiscal year ending May 31, 2008. Trustee Krasucki seconded the motion and all voted in favor. Junk Cars The Village will pick up junk cars from Village residences at no charge to the owners. Scott Hall Water Bill Scott Hall was not present for the meeting. Village Clock • The hole is dug. Alex Wells will pour the foundation and do the sidewalk this week. • The clock will be installed by The Fancy Street Clock & Light Co. on June 25, 2007 at a cost of $1,000, which was previously approved by the Board. • Immediately following the installation, the clock will be covered until the unveiling at a special ceremony to be held on July 12, 2007. • Chuck and Daphne Dudus are providing the electricity for the clock. Tree/Brush Drop Area Mayor Monson would like a policy written up for the next Board meeting detailing the use of the Countryman Road tree and brush drop area. Village residents will be informed of the availability of the drop area and will be instructed that it is to be used for trees and brush only. If abused, the area will be closed. Bill Tingue/In-take Line Update • Bill Tingue did another dive on 5/28/07 and was able to find seven of the missing blocks. • He estimates that it will take five days to move the blocks. • Mr. Tingue will obtain a price for a ‘twist-down’ type of anchor and see if it is a feasible addition to the blocks. • Mr. Tingue will prepare a formal quote for moving the seven blocks and a quote for one block to be anchored in place. BAN Payment The Bond Anticipation Note issued 1/19/07 was payable on May 30, 2007 in the amount of $552,793.95. Of this amount $545,000.00 is principle and $7,793.95 is interest. Trustee White made the motion to approve a wire transfer of $552,793.95 from the Weager Springs account to the Depository Trust Company on 6/13/2007. Trustee Krasucki seconded the motion and all voted in favor. Minutes of 5/22/07 Trustee Baker made the motion to accept the minutes of 5/22/07 as corrected. Trustee White seconded the motion and Trustees Baker, Krasucki and White voted in favor. Trustee Costello abstained from voting as he was not present for the 5/22/07 meeting. Daphne Dudus • A meeting was held to discuss a grant and getting listed on a National Registry. Sharon Lilla prepared a form which Daphne will distribute to the business owners along with information about what can be done to increase the chances of being listed on the National Registry. • The Town of Penfield has a brick pattern stenciled on their crosswalks which make the crosswalks much more visible to both motorists and pedestrians. Trustee Costello stated that perhaps the company already contracted with to do the striping of the Village streets may be able to do a similar brick pattern on the crosswalks. Nick Rizzo will look into obtaining quotes for having stenciling done for our crosswalks. • The Village of Clyde is using signs placed in the middle of the road to bring attention to their crosswalks. Trustee White is concerned that the Village of Wolcott streets are not wide enough to accommodate similar signs. • Concern was expressed about the vacant buildings downtown. A lot of windows are broken or in otherwise bad shape. The building should be inspected every three years and Mrs. Dudus believed that inspections were last done when she was the Mayor. • Mayor Monson stated that he believed some letters had been sent out already and that the inspections were being done on a rotating schedule. However, he will contact Otis Vezzose regarding the inspection issue. Larry Hogan Mr. Hogan would like to know what is going on with the Subway shop. Mayor Monson stated that the owner is putting together a package for a tenant to share the space. Mayor Monson will get in contact with him this week to check on the status. Minutes of 5/29/07 Trustee Baker made the motion to approve the minutes of 5/29/07 as corrected. Trustee White seconded the motion. Trustees Baker, Krasucki and White voted in favor. Mayor Monson and Trustee Costello abstained from voting as they were not present for the 5/29/07 meeting. Minutes of 5/30/07 Trustee Costello made the motion to approve the minutes of 5/30/07 as corrected. Trustee Krasucki seconded the motion and all voted in favor. Minutes of 6/5/07 Trustee Baker made the motion to approve the minutes of 6/5/07 as corrected. Trustee Krasucki seconded the motion and all voted in favor. Abstract #001 Voucher #0009 for Cayuga Internet will be removed from the abstract. Trustee White made the motion to approve abstract #001 as corrected, voucher numbers 0001 – 0044, checks 19637 – 19681, in the amount of $47,364.49. Trustee Krasucki seconded the motion and all voted in favor. Rescind Budget Resolution 2007-20 (Sewer Fund) Trustee White made the motion to rescind budget resolution 2007-20, affecting the Sewer Fund, to correct an improper fund transfer. Trustee Costello seconded the motion and all voted in favor. Trustee Baker Trustee Baker has nothing for the open session. Executive Session Trustee Krasucki made the motion to enter executive session at 8:30 PM to discuss personnel matters. Trustee Baker seconded the motion and all voted in favor. Melanie Countryman and Heather Perce were asked to attend part of the executive session for the purpose of probationary period reviews. Trustee Baker made the motion to come out of executive session at 9:58 Pm. Trustee Krasucki seconded the motion and all voted in favor. Village of Wolcott Board of Trustees May 22, 2007 7:00PM Mayor Monson called the meeting to order 5/22/07 at 7:00PM. Members Present: Trustees Baker, Krasucki and White Others Present: Larry Hogan, Jerry Laird, Ron Lancy, David Miller, Rick Miller and Nick Rizzo. Pledge of Allegiance Police Department • Kids who are skateboarding are becoming a problem. • There are some leads on the drug dealing situation as well as the liquor store break-in. • The Village of Wolcott is a participant in the Wayne Country Drug Task Force. • WAYNE-NET just performed a major drug sweep, labeled “Operation Spring Clean Up”, which resulted in 16 arrests. • The snow fence at the park is broken down. Mayor Monson will look into repairs. Highway Department • Work has been done on the W. Port Bay Rd. storm sewer. • An 18” storm line, with some breaks, was found a few hundred yards out in the field by the sewer plant. Don Teeter was hired to dig with his backhoe and replace the line. • Jerry Laird is repairing a catch basin on W. Port Bay Rd./Lake Ave. • The Highway Department would like to get Jamko in to run a camera towards the trestle to find the problems. Mayor Monson said to get with Rick to see about any sanitary sewers, which should be checked at the same time. Lyons has a truck to clean out the drains. The Clerk will contact Kevin regarding renting the truck from Lyons. • Nick Rizzo will contact Joe Pitts to price the work needed with the drain cleaning truck as well as one day with the camera. • Trustee Baker made the motion to approve one day of catch basin cleaning, at a cost not to exceed $1,600. Trustee White seconded the motion and all voted in favor. • Surplus equipment was taken to the Wayne County Auction on May 12, 2007. The following surplus equipment was sold: 1 roadside mower for $1,400, 1 snow blower for $3,250, and 1 truck for $2,500. A quote was received for a John Deere tractor with attachments for snow blowing and mowing. (Quote #1399936). Trustee Baker made the motion to purchase the tractor at a price not to exceed $18,000. Trustee Krasucki seconded the motion and all voted in favor. Water/Sewer Department • The smoke testing went well. However, on Park St. smoke did come out of the storm drain. On Northrup St. a sump pump was found to be connected to a sewer drain. • Smoke testing will be scheduled again for the fall. • WCWSA has completed their project and are now slowly filling the Butler tank. Fire Department Nothing for the Fire Department Code Enforcement Nothing for Code Enforcement Wolcott Historical Society Nothing for the Wolcott Historical Society Court Audit • The audit is completed. The extra $134.50 found will be sent to the state to clear the court books. • It was suggested that an audit be performed once per year. Clerk The Village Clerk replacement will be voted on after the executive session. Cell Phones • A decision will be made after the executive session. • Trustee Baker inquired as to how often the cell phones are used for necessary communication during the day. Nick Rizzo said that the phones are used all the time. Minutes of 5/8/07 Trustee Krasucki made the motion to approve the minutes of May 8, 2007 as corrected. Trustee White seconded the motion and all voted in favor. Abstract #24 Trustee Krasucki made the motion to approve abstract #24 voucher numbers #0811 - 0858 check numbers 19568 - 19615 in the amount of $61,381.64. Trustee Baker seconded the motion and all voted in favor. Voucher #0839 will be reclassified. Mayor • Mayor Monson has been in contact with the owners of Leavenworth Ave. Cahoon’s have not gotten back to him yet, but the road is still in bad shape. The Village of Wolcott can not fix it because it is private property. The only action the Village could take would be to make it a gravel road if the owners were to give the property to the Village. The road needs to be up to specs before the Village takes it over. • A memorandum was received from Jim Hoffman, Chairman of the Wayne County Board of Supervisors, regarding shared services. A response should be sent by May 29, 2007 indicating how the Village of Wolcott participates in major mergers, consolidation, shared service, or smart growth initiatives. The Village of Wolcott has partnered with the NR-W School District to purchase salt. The Village Board has signed a contract to share police services with other local towns and villages. • On June 2, 2007 there will be a VFW funeral held, with a 21 gun salute, at the VFW Hall. On June 9, 2007 there will be a 21 gun salute at the Wolcott Falls Park for the memorial of John Betts. • Mayor Monson, Trustee White, Rick Miller, and Kim Park attended a meeting with the WCWSA held at the Wolcott Village Hall to discuss future water expansions. • Dave Spickerman approached Mayor Monson after the WCWSA meeting regarding a water line run to Merrill’s new building on Whiskey Hill Rd. in the Town of Butler. The only way to do this would be for the residents to purchase their own line and pay to have the line run. • $250,000 was received for E. Port Bay Rd. Mayor Monson and CP Ward/MRB inspected the site and found that the work has been completed. Bill Tingue/In-take • Bill Tingue inspected and took measurements of the in-take line. He showed a video to the Board which was filmed beginning May 13, 2007. He found breaks in the line and several blocks either off the line or missing. • Trustee Baker made the motion to approve payment to Bill Tingue on May 23, 2007, for work already completed, in the amount of $1,845. Trustee Krasucki seconded the motion and all voted in favor. • Trustee Krasucki made the motion to pre-approve the repair of the three breaks and to set the blocks already next to the pipe at a cost not to exceed $4,500. Trustee Baker seconded the motion and all voted in favor. • Bill Tingue will have an estimate by May 29, 2007 for the remaining work to be done. Mayor Monson would like the work to be completed before the seaweed comes in. Trustee White • The Village Official’s Meeting was held on May 16, 2007. • Trustee Krasucki made the motion to allow Genesee Regional Planning and Development to do the 2010 census updates, to begin during 2007. Trustee White seconded the motion and all voted in favor. • Trustee White read a notice from the Planning Board. Trustee White (cont’d) • Trustee White made the motion to approve the appointment of two Planning Board members: Daphne Dudus and Co-Chairperson, and Brian Dean as Recording Secretary. Trustee Krasucki seconded the motion and all voted in favor. Executive Session Trustee Baker made the motion to enter into executive session at 8:17 PM to discuss contractual and personnel matters. Trustee White seconded the motion and all voted in favor. Trustee Baker made the motion to come out of executive session at 8:53 PM. Trustee Krasucki seconded the motion and all voted in favor. Cell Phones • All Village employees will be assuming their own cell phone contracts. • Trustee Baker made the motion to approve an allowance for cell phone usage for Mayor Monson, employees of the Highway Department, Code Enforcement Officer, and full-time Water and Sewer Department employees. All employees must have a cell phone in service to receive the allowance. The allowance for Mayor Monson is to be $42.77 per month, while the allowance for Matthew Crane, Tim Jones, Jerry Laird, Tommy Mettler, Rick Miller, Nick Rizzo, and Otis Vezzose will be $25 per month. The allowance is to be paid quarterly. Matthew Crane, Tim Jones, Jerry Laird, and Nick Rizzo will each receive an allowance owed from April 2007. The motion was seconded by Trustee White and all voted in favor. Village Clerk/Treasurer Mayor Monson made the motion to approve the new Village Clerk/Treasurer, Melanie Countryman, of Willow Lane, Wolcott, effective May 29, 2007 with a six month probationary period. Village of Wolcott Board of Trustees Special Meeting June 5, 2007 Mayor Monson called the meeting to order 6/5/07 at 6:00 PM. Members Present: Trustees Baker, Costello, Krasucki, and White Others Present: David Miller Pledge of Allegiance Executive Session Mayor Monson made the motion to enter into executive session at 6:02 PM to discuss a personnel matter. David Miller and Robin Burnette were invited to stay. Trustee Baker seconded the motion and all voted in favor. Trustee Costello made the motion to come out of executive session at 7:54 PM. Trustee Krasucki seconded the motion and all voted in favor. Police Department Mayor Monson made the motion to appoint Eric Donselaar Acting Officer in Charge of the Wolcott Police Department. Trustee Baker seconded the motion and all voted in favor. Mayor Mayor Monson will contact the Civil Service Officer for Wayne County regarding a replacement of personnel in the Police Department. Village of Wolcott Board of Trustees Special Meeting May 30, 2007 Mayor Monson called the meeting to order 5/30/07 at 3:30 PM. Members Present: Trustees Baker, Costello, Krasucki, and White Others Present: Ray Wellington Pledge of Allegiance Fire Department • At the end of May 2007 $40,247.98 remained unencumbered in the Fire Department 2006-2007 budget. There is also a balance of $65,038.31 in the Fire Department savings account. Trustee White stated that the Fire Department was allocated $86,204 from the 2006-2007 budget. • Trustee Baker was concerned that with upcoming financial obligations there will not be sufficient funds to cover the proposed capital project out of the 2006-2007 budget. • There is still a $180,000 loan outstanding for E34. • The main-line pumper should be replaced in the future. • Fire contracts with the towns will need to be reviewed as it was last done two years ago. Raising the existing contracts is a potential source of additional revenue with which to fund a capital project. • Trustee White asked who in the Fire Department makes the decisions. Ray Wellington responded that the Chief and the Fire Department President conduct the meetings and the whole membership votes on each motion. • Trustee White requested the minutes from the meeting showing a passing vote for the proposed capital project. The Fire Department will send the Village of Wolcott Board of Trustees the minutes from meetings when the membership votes on major expenditures so that the minutes can be attached the Village of Wolcott Board meeting minutes. • The Board will discard Resolution 2007-18, for the Fire Department, and all other budget resolutions will be renumbered to reflect this change. Budget Resolution 2007-18; General Fund Trustee Baker made the motion to make budgetary adjustments to the general fund in the amount of $40,590.00. Trustee White seconded the motion and all voted in favor. Budget Resolution 2007-19; Water Fund Trustee Krasucki made the motion to make budgetary adjustments to the water fund in the amount of $9,372.00. Trustee Costello seconded the motion and all voted in favor. Budget Resolution 2007-20; Sewer Fund • Trustee White made the motion to make budgetary adjustments to the sewer fund in the amount of $12,685.00. Trustee Baker seconded the motion for discussion and all voted in favor. • Mayor Monson would like the sewer rates adjusted so that the Sewer Fund will be self sufficient. A public hearing will be scheduled to discuss adjusting the sewer rates to increase revenue. Abstract #25 Abstract #25 will be voted on after the executive session. In-Take It was stated that the Village of Wolcott has furnished materials for Bill Tingue to perform the survey and repairs to the in-take line. Resolution 2007-18 The Board of Trustees needs more information on what the $25,000 capital project fund is to be spent. Trustee Krasucki would like a meeting set up with Fire Chief Ray Wellington, Fire Department President Gandy Stothard, and the Village Board. Resolution 2007-18, Budget Resolutions 2007-19, 2007-20, and 2007-21 Trustee White made the motion to table all resolutions until after a meeting with Mayor Monson, the Board of Trustees, the Fire Department President and the Fire Department Chief, to be scheduled for Wednesday, May 30, 2007. Trustee Baker seconded the motion and all voted in favor. Abstract #25 Trustee Baker made the motion to table abstract #25 pending the May 30, 2007 meeting. Village of Wolcott Board of Trustees May 8, 2007 7:00 PM Mayor Monson called the meeting to order 5/8/07 at 7:02 PM. Members Present: Trustees Baker, Costello, Krasucki and White Others Present: Jerry Laird, Ron Lancy, Larry Hogan, Tom Mettler, Judi Buckalew, Norma Stewart, Christine Bliss, Daphne Dudus, Otis Vezzose and Bob Stewart. Pledge of Allegiance Police Department Nothing for the Police Department Highway Department • The highway department has received an estimate for a 60” roadside mower. The estimate is for $6631.20 from Lakeland Equipment. Trustee Costello made the motion to approve the purchase of a 60” roadside mower from Lakeland Equipment not to exceed $7,300.00. Trustee Baker seconded the motion and all voted in favor. • The highway department has looked at a storm sewer problem on East Port Bay Road. There is 500 feet of 12 inch pipe that needs to be replaced plus 245 feet to gully. The estimated cost is $3.16/ft. Trustee Costello made the motion to approve the purchase of materials not to exceed $4,000.00. Trustee Baker seconded the motion and all voted in favor. • Jimmy Fisher has been doing some backhoe work clearing the ditches. • The highway department would like to thank Wayne County Water and Soil for their help cleaning the ditches. • The highway department has started picking up brush. • The new highway truck body is being installed. • Mayor Monson would like a quote to replace the mower/snow blower for next meeting. Water/Sewer Department • Trustee Krasucki read two quotes to purchase fire hydrants. Martisco quoted $1,556.00 per hydrant. Vellano Brothers quoted $1,607.00 per hydrant. Trustee Krasucki made the motion to purchase four (4) hydrants not to exceed $6,428.00. Trustee White seconded the motion and all voted in favor. • Trustee Krasucki made the motion to purchase twenty (20) radio read meters at $136.95 per meter and if there is a discount of greater than five percent to purchase 40 meters, then the board authorizes purchasing forty (40) meters. Code Enforcement • Mrs. Henry of 5994 Draper Street would like to put a new driveway in. She is requesting to remove the curbing for the installation of the driveway. Mr. Vezzose will look up the code regarding the removal of Village curbing. • There is a village lot for sale on East Port Bay that does not have sewer on it. The Village will extend the sewer line out if the property is purchased. • Mr. Vezzose would like to know if there is anywhere to put junk after clean-ups for problem properties. Merrill Farms will take all tires. Wolcott Historical Society • Mrs. Buckalew stated the WHS elections were held with two new board members Janelle Cooper and Mary Isselhard. • There is a new exhibit dedicated to fashion schedule for the end of May. • The WHS would like to be put on the Planning Board agenda to discuss signage. • Norma Stewart would like to know who did the sign for Wolcott Falls Park. Mayor Monson stated he made the sign. Mayor Monson stated he would make the sign for the WHS if the material is donated. • The Bicentennial Committee has been very busy. • Mayor Monson stated the descendants of Jonathon Melvin will be attending the Bicentennial Celebration in July and the Mayor is looking for lodging for possibly six Melvin family members. Bill Tingue/In-take Mr. Tingue would like to schedule an inspection/cleaning/depth reading and video of the in-take line going out 900 Feet for this coming Sunday. Trustee Krasucki made the motion to approve an inspection/cleaning/depth reading and video of the in-take line going out 900 Feet not to exceed $2,000.00. Re-Levy Trustee Baker made the motion to approve the re-levy of water, sewer and property maintenance to the Village taxes in the amount of $38,348.92. Bicentennial Celebration • The Kiddy Parade has been scheduled for July 12, 2007. • The dedication of the Rotary Clock has also been scheduled for July 12th. The clock has arrived. Mayor Monson and the highway department have looked at the electric for the clock. Alex Wells has been contacted regarding installing the cement foundation for the clock. The Clerk will call the clock company to see if they will install the clock for warranty purposes and the Village insurance company to add to policy. • The Main Parade is scheduled for July 14, 2007. The Jonathon Melvin family will ride in this parade. Tommy Mettler Tommy Mettler would like to know when the brush will be burned on the spring’s property. Mayor Monson will contact the fire department for a control burn. Daphne Dudus Mrs. Dudus would like to know when the trash receptacles will be put on Main Street. The highway department will get to it this week. Mayor Monson stated we also need more receptacles in the Wolcott Falls Park. Robert Stewart Mr. Stewart reminded everyone that the Car Show is being held May 19th. Landmark Training • Daphne Dudus thanked the Village for sending Norma Stewart, Judi Buckalew and herself to the Landmark Training. Norma Stewart stated that they learned cemeteries are considered green space. Trustee Krasucki asked if the cemetery on High Street could be cleaned up. Mayor Monson stated he is setting up a clean up day for the gully at the falls and could schedule one for the cemetery. • Daphne Dudus stated Main Street needs to be put on the National Registry in order to be eligible for grants. Mayor Monson asked if someone could come to the Village to do a presentation regarding the National Registry. Mrs. Dudus will check into this. Village of Wolcott Board of Trustees April 24, 2007 7:00 PM Mayor Monson called the meeting to order 4/24/07 at 7:00 PM. Members Present: Trustee Baker, Krasucki and White Members Absent: Trustee Costello Others Present: Josh Caraballo, Nick Rizzo, Larry Hogan, Bill Steighler, Jerry Laird, Tom Mettler, Otis Vezzose and Rick Miller. Pledge of Allegiance Police Department • The Pit Stop burglary has been wrapped up. • The streets have been busy with kids. • Mayor Monson asked the police department to patrol the falls park frequently. • There has been some vandalism at the Wolcott Elks Lodge. Highway Department • Mr. Rizzo stated that when the power went out Sunday, April 22, the signal went to flashing. Mr. Rizzo spoke with Mike from Syracuse Signal and he recommended the signal be updated. Wayne County Highway department came out and with the assistance of Mike from Syracuse Signal they were able to reset the signal light. Mr. Rizzo would like the board to consider updating the signal. • The highway department has been busy with picking up brush. • The highway department has been checking storm sewers to see which ones are most in need of repair and/or replacement. Water/Sewer Department • Trustee Krasucki read the request to abandon the sewer and water service at 12086 Conklin Avenue. Trustee Krasucki made the motion to abandon the sewer service at 12086 Conklin Avenue. Trustee Baker seconded the motion and all voted in favor. Trustee White made the motion to abandon the water service at 12086 Conklin Avenue. Trustee Krasucki seconded the motion and all voted in favor. • Trustee White stated the water department is getting quotes for fire hydrants. There are three hydrants that need to be replaced right now. • The water treatment plant has received a violation from NYS DOH. The reason for the violation is due to the water treatment plant sitting idle for a period of time. The NYS DOH recommended running the plant longer before taking samples. A letter will need to be sent with the next water billing. Fire Department Trustee Baker read the only bid received for the purchase of the ladder truck. The bid was from Ten-8 Fire Equipment. Trustee Baker made the motion to accept the bid from Ten-8 Fire Equipment in the amount of $110,000.00 for the purchase of a ladder truck. Trustee White seconded the motion and all voted in favor. Code Enforcement • Mr. Vezzose stated there are a few new homes coming into the Village at East Port Bay and Willow Lane. • There is a meeting scheduled for Thursday April 26 regarding the trailer park with NYS DOH, NYS Code Enforcement, Otis Vezzose and Mayor Monson. Harassment Policy Mayor Monson would like the board to review the harassment policy for Village employees. Mayor Monson will schedule an employee meeting to review the policy with the employees. Bill Steighler/Jefferson Street • Mr. Steighler would like to know what is being done about the dumpy residences on Jefferson Street. Otis Vezzose explained the letters have been sent regarding the clean up of the problem properties and one property has already been condemned. Mayor Monson stated Mr. Vezzose has sent many letters through out the entire Village about cleaning up these properties. Mayor Monson also stated should the violations not be taken care of the property owners will be brought into court. • Mr. Steighler asked if he can put in 4” I beam to stop the neighbors from driving through his lawn. Otis Vezzose stated as long as it doesn’t interfere with plowing and is on his private property. Mayor Monson recommended Mr. Steighler’s calling his insurance company to check his liability should someone get hurt or something get damaged because of the beam. • Mr. Steighler asked who owns the railroad tracks because there is a deep pothole located by the tracks. Mayor Monson stated Ontario Midland owns the tracks. The highway department did fill in the hole. • Mr. Steighler asked when the Village would be hearing about the grant for the replacement of the troubled storm sewers. Mayor Monson replied, by the end of April or beginning of May. Rick Miller • Mr. Miller stated Safe Harbor Church has changed their mind about the abandonment of water and sewer on Williams Street due to the fact they will be rebuilding a youth center on that lot. • The Wayne County water tower will be down starting tomorrow for approximately two weeks. Mayor Monson said the highway department can wait to remove the tree at the location where the clock will be installed until the clock arrives. • Mayor Monson stated the new kiosk will be arriving any day. • Mayor Monson met with Chris Kenyon regarding the tourist building and he is on schedule with the construction of the building. Trustee White Trustee White had nothing for open session, but has something for executive session. Trustee Baker Trustee Baker had nothing for the round table. Trustee Krasucki • Trustee Krasucki stated she has been re-filling the brochures for the Falls Park regularly and stated there has been quite a bit of traffic. • Trustee Krasucki thanked Heather Perce and her family for removing the limbs that were in the road on New Hartford Street. Planning Board Appointment Mayor Monson made the motion to appoint Larry Hogan as a planning board alternate. Trustee Krasucki seconded the motion and all voted in favor. Village of Wolcott Board of Trustees April 10, 2007 7:00 PM Mayor Monson called the meeting to order 4/10/07 at 7:00 PM. Members Present: Trustee Baker, Costello, Krasucki and White. Others Present: Bob and Norma Stewart, Larry Hogan, Jerry Laird, Ron Lancy, Nick Rizzo and Chris Kenyon. Pledge of Allegiance Public Hearing: Budget 2007-08 Mayor Monson opened the public hearing at 7:01 PM. Mayor Monson stated taxes will not be raised, but sewer rates will have to be raised in order to be self-sufficient. For the past three years the general and water funds have transferred funds into the sewer fund. The higher users will be the ones affected with the lower users seeing a decrease. Mayor Monson asked the public if there were any questions. There were no questions. Mayor Monson closed the public hearing at 7:10 PM. Trustee Baker made the motion to approve the 2007-08 Budget in the amount of $1,557,978.00. Trustee Krasucki seconded the motion and all voted in favor. Bob Stewart • Mr. Stewart asked if anything has been decided about having a mural painted on the building in the Wolcott Falls Park. Mayor Monson will speak with the owner of the building. Mr. Stewart will donate $1,000.00 towards the mural. • The Lions Club car show will be held on May 19th. If no money is made this year, this will be the last year for the car show. • Mr. Stewart has had plaques made for the bicentennial celebration. • Mr. Stewart would like to pay for bands in the park four Saturdays during the summer. Ladder Truck No bids were received for the ladder truck. An ad will be placed for bids to be opened at the April 24th meeting. Police Department Trustee Baker stated the police department has solved the Pit Stop burglary. Highway Department • The 92 Ford mower and the 87 F800 Dump Truck need to be declared surplus to be taken to the Wayne County Community Auction held on May 12th. Trustee Costello made the motion to declare the 92 Ford mower and the 87 F800 Dump Truck surplus. Trustee White seconded the motion and all voted in favor. • The new truck is on the way to Rochester. The highway department has spoken with Regional to see if they will extend the warranty because the delivery of the truck has taken so long • The pay-loader is down. Jerry Laird is working on the repairs. Water/Sewer Department • Mayor Monson would like the Board to review the estimate for the water plant. • Trustee White made the motion to approve Tommy Mettler attending water training school June 4 – 15th. Trustee Krasucki seconded the motion and all voted in favor. Fire Department Trustee Baker made the motion to approve the 2007-08 Fire Department Roster. Wolcott Historical Society • Norma Stewart stated the Mystery Theater was very successful. • Mrs. Stewart would like to thank the highway department for hanging all the Carriage House signs. • The WHS will be holding a bake sale at the car show and anyone interested in helping in the booth please let the WHS know. • The WHS has been working on the Living History Day July 14th for the bicentennial celebration and the progress is good. Chris Kenyon Mr. Kenyon from Chamber of Commerce has been working on replacing the tourist trailer. He would like to build a 8’x8’ building and would like the Village Board to let him know where he could put it. The Clerk recommended the lot between Mark’s Pizzeria and Wayuga News. Mayor Monson stated the Village does not own the whole lot. Wayuga News owns 17 feet of that lot. Mayor Monson recommended Mr. Kenyon contact Wayuga News to see if they would allow a building being placed there. Mayor Monson stated he would like to see it in the Wolcott Falls Park. Mayor Monson stated he plans on having a log cabin replica of Jonathon Melvin’s first home built in the Park. Mayor Monson would like the tourist information to be put in that building after it is built, but for the time being he recommended contacting Wayuga News until the log cabin is built. Bicentennial Celebration The celebration is going very well. There was a great turnout for the rededication ceremony and also the mystery theater dinner. Village of Wolcott Board of Turstees March 27, 2007 5:00 PM Mayor Monson called the budget workshop to order 3/27/07 at 5:00 PM. Members Present: Trustee Baker and White Members Absent: Trustee Krasucki and Costello Mayor Monson closed the budget workshop at 6:40 PM. Mayor Monson called the regular meeting to order at 7:00 PM. Members Present: Trustee Baker and White Members Absent: Trustee Krasucki and Costello Others Present: Jerry Laird, Larry Hogan, Daphne Dudus, Ron Lancy, Rick Miller and Tommy Mettler. Pledge of Allegiance Police Department Trustee Baker stated the investigation of the Pit Stop break-in is on-going and he has some promising leads. Water/Sewer Department • Rick Miller stated the strainer baskets have been ordered for the water treatment plant. Trustee Baker made the motion to purchase two screener baskets for the water treatment plant not to exceed $4,500.00. Trustee White seconded the motion and all voted in favor. • Rick Miller stated the fire hydrant located at the corner of Park Street and Northup Ave will replaced on Thursday. The hydrant is covered with a black garbage bag right now to notify anyone that the hydrant is inoperable. • Mayor Monson thanked the village crews for their work on unplugging the storm sewers. • Rick Miller stated the springs are back at full operation. • Mayor Monson stated the gearbox and reducer have been ordered. The cost was estimated at $5,900.00. Fire Department • Chief Wellington received a quote to increase the life insurance from $10,000 coverage to $25,000.00. The difference in premium will be around $300.00. Mayor Monson stated the fire department is all volunteer and they do a lot for the community and recommended the board approve the increase in coverage. Trustee White made the motion to approve the increase from $10,000.00 coverage to $25,000.00 coverage. Trustee Baker seconded the motion and all voted in favor. • Mayor Monson has put in for a surplus Watts bus from the county for the fire department. Chief Wellington has put in for a surplus sheriffs vehicle also. Mayor Monson • Mayor Monson thanked WAVAC, Wolcott Fire Department and all Village employees who made the Town of Wolcott Bicentennial Re-dedication Ceremony at the Wolcott Falls Park such a great success. • The Village received a bill from Wayuga News bill in the amount of $40.00 for the ad that was placed for the Bicentennial Celebration. This was a Town function, but Mayor Monson recommends paying the bill. Trustee Baker made the motion to have the clerk pay the Wayuga News bill in the amount of $40.00. Trustee White seconded the motion and all voted in favor. Budget 2007 – 08 The 2007 Organizational Meeting is scheduled for Monday, April 2 at 6:00 PM. Mayor Monson recommends to hold a budget workshop after the organizational meeting. The Board agreed to hold the budget workshop following the organization meeting. Village/Town Offices Mayor Monson would like to schedule another tour of the Village and Town offices. At that time, Mayor Monson would like to look at their water/sewer programs. Matt Alexander Water Bill Attorney Williams sent a letter giving his opinion regarding Mr. Alexander’s request concerning his water bill for 8346 Roney Road (see attached). Mr. Alexander purchased the property in 2003 from Wayne County at a tax sale. The County neglected to see if any water bill was owed, therefore, Mr. Alexander has a bill owed in the amount of $772.88. Mr. Alexander paid his bill for the usage while he owned the property. The property is now owned by another individual. Mr. Alexander would like the village to excuse this amount. Mayor Monson recommended excusing the bill in the amount of $772.88 due to the fact that the Village needs to take responsibility for not shutting the water off in the first place. Matt Alexander Water Bill (con’t) Trustee Baker made the motion to excuse the amount of $772.88 excluding fees and penalties because the Village did not shut the water off in the first place. Trustee White seconded the motion and all voted in favor. The Board will not excuse late fees and penalties due to the fact that Mr. Alexander did not inform the Village when he purchased the property. Planning Board Appointments Mayor Monson made the recommendation to appoint John D. Freer from Alternate Planning Board member to Planning Board member. Trustee White made the motion to appoint John D. Freer from Alternate Planning Board member to Planning Board member. Trustee Baker seconded the motion and all voted in favor. Meeting Schedule Mayor Monson would like the Board to review the surrounding Towns and local organizations meeting schedule to consider changing the Village meeting to a different day of the week. This matter will be discussed at the organizational meeting on April 2, 2007. Daphne Dudus Mrs. Dudus would like the board to keep in mind that the Planning Board meets the day before the Village Board meeting and if meeting schedules change to inform the Planning Board. Mrs. Dudus asked Mayor Monson if he received the information regarding the Wayne County calendar. Mayor Monson has received information and will be adding events for the year of 2007. Mayor Monson Mayor Monson stated there are Wayne County Tourism brochures in the Kiosk in the Wolcott Falls Park. The next Village Officials Dinner will be hosted by Red Creek May 16th. • Trustee White discussed training session for the Planning Board. She will hand out information at the next Planning Board meeting. • The Clerk would like the Board to approve sending Heather Perce to the Basic and Advanced accounting class in Fulton in June and October of this year. Mayor Monson will speak with Heather Perce about this matter. • Trustee White will be attending the Tughill Conference on Thursday. Trustee Baker Trustee Baker had nothing for the round table. Mayor Monson Mayor Monson stated he has spoken with Ray Mayo, owner of the new Subway building. Construction is on schedule. The plans have changed to have the building a two store structure. Mr. Mayo will be renting one side of the building and already has someone interested. Village of Wolcott Board of Trustees March 13, 2007 7:00 PM Mayor Monson called the meeting to order 3/13/07 at 7:00 PM. Members Present: Trustee Baker, Costello, Krasucki and White. Other Present: Otis Vezzose, Daphne Dudus, Jerry Laird, Ron Lancy, Ray Wellington, Larry Hogan, Nick Rizzo, Jessica Muoio and Jared Sherwin. Pledge of Allegiance Police Department • Trustee Baker stated kids have already started hanging out on the streets. The Police Department will be enforcing the noise and loitering laws. Chief Miller stated he is looking into a law regarding defacing property thus making the parents more responsible for their children. • Chief Miller stated the police department is actively trying to solve the break in at the Pit Stop and they do have a few leads. Water/Sewer Department Trustee White stated the water department is obtaining estimates to have the screens at the water treatment plant replaced. Fire Department • The fire department received the specifications for the ladder truck. The clerk will advertise for bids. • The ladder truck should be ready for delivery at the end of July 2007. Trustee Baker asked how the truck is getting to NY. Mr. Wellington stated it will be transported by Adrian Trucking. • Mayor Monson asked if the fire department also looked at the rescue truck that Cocoa Beach has for sale. Mr. Wellington stated they are looking at that truck too. • Mayor asked when the controlled burn is scheduled for the property on the corner of Williams and East Main Street. Mr. Wellington stated it was scheduled for last Sunday, but due to the winds it has been postponed. No new date has been scheduled. • Mayor Monson stated he has spoken with Clyde Smith and Rick Miller regarding the controlled burn at the tree dump. Mr. Smith and Mr. Miller will be taking care of this. • Mr. Wellington stated he was approached by an owner of a property located on New Hartford Street regarding doing a controlled burn for their property. Otis Vezzose stated a demolition permit must be acquired by the owner before anything can be done. Fire Department (cont’d) • Mayor Monson stated he has everything ready for the golf tournament and would like to attend the next fire department meeting. Mr. Wellington stated the next meeting is Thursday April 5. This is also the elections of officer for the fire department. Mayor Monson will attend the meeting April 5. A dinner is also being held at 6:30 PM. • Mr. Wellington invited the Board to the annual banquet at the Elks Lodge on April 7. • Mr. Wellington stated the need for the confidentiality of individual emergency pre-plans. • Trustee Baker received a letter regarding disbanding low ban radios. Wayne County has hired a consulting firm to look at the cost to convert the county to high band radios. • The fire department received a verbal confirmation regarding the grant they applied for in the amount of $118,000.00. Highway Department • The new truck is being built today. • Trustee Costello stated need to look at the storm sewer projects for the budget. • Trustee Costello asked if Mayor Monson has contacted Butler Shock regarding the prisoners building the new building at the highway department. Mayor Monson will contact Sergeant Coleman regarding this matter. • Mayor Monson thanked the highway department for filling in the pot holes. Otis Vezzose • There is a house on Auburn Street that has been foreclosed on that needs to be cleaned up before April 15, 2007 so the bill can be added to the taxes for payment this year. There is so much garbage on the property and with the thaw it is really starting to become a health issue. • There is also another house on East Port Bay Road that has been foreclosed on and needs to be cleaned up and the bill added to the taxes for this year. Wolcott Historical Society • The WHS is having a mystery theather dinner at the Elks Lodge on March 31, 2007. The cost for tickets is $35.00. • Mayor Monson stated he has been spending a lot of time in the Carriage House Museum. There is a lot of information available. Bicentennial Celebration The Kick off for the Bicentennial Celebration will be March 24, 2007 at 11:00 AM. A rededication ceremony for the Town of Wolcott and the Wolcott Falls will be held at the Wolcott Falls Park. Guest speakers will be Congressman Walsh, Senator Nozzolio, Assemblyman Oaks and Town of Wolcott Supervisor Kim Park. Assemblyman Oaks secured a $10,000.00 grant for the Wolcott Falls Park so he will be speaking for the rededication of the park. Luncheon to follow at the Elks Lodge. Budget 2007-08 An ad will be placed in the Wayne County Star stating the 2007-08 budget hearing will be held on April 10, 2007 at 7:00 PM. Mayor Monson will hold a budget workshop on March 20, 2007 at 9:00 AM at the Village Hall for anyone wishing to attend. Department heads need to get their “wish list” to their commissioners by the end of Monday March 19th. Website Eric Monson has been working on redesigning the Village of Wolcott website. Daphne Dudus asked if the Village Code could be added to the site. Mayor Monson stated it could and would be added. Mayor Monson attended a meeting and was informed beginning June/July 2007 all board meetings will have to be broadcasted. Daphne Dudus asked if the website would have the capability to broadcast via webcam. Mayor Monson stated he believes it would have the capability. Mayor Monson stated if you would like anything added to the website, let him know. Daphne Dudus Daphne Dudus recommended giving Betty Coman, Chairperson of the Planning Board, a copy of the NYS Downtown guidelines book for her records. The Board agreed. Daphne Dudus thanked the highway department for the excellent job they have done this year with snow removal. Matt Alexander Trustee Krasucki contacted Art Williams regarding Mr. Alexander’s water bill in question. Mr. Williams has not gotten back to the Village. This matter will be tabled until the March 27th meeting. East Port Bay Road/Plugged Sewer Lines Mayor Monson thanked the water/sewer and highway departments for the good job of repairing a water break on East Port Bay Road and the unplugging of the sewer lines. Trustee Costello Trustee Costello had nothing for the round table. Trustee White • Trustee White contacted Ron Hill of the Teamster Local #118 Union informing him the Board passed the union contract. • Planning Board Members met and reviewed the current zoning and the future land use maps for the Village of Wolcott. Trustee Krasucki Trustee Krasucki requested the water clerk print a unpaid register of water account after March 15th for the Board to review. Mayor Monson Mayor Monson scheduled a meeting for local food merchants on March 6, 2007 to discuss giving them first options on selling their products for the Bicentennial Celebration in the park. No one attended the meeting. Trustee Krasucki suggested opening it up to the local churches. Saint Antons It was discovered St. Antons has only been charged for one sewer when, in fact, they have seven apartments in the building. Next billing will be corrected to seven sewer charges for St. Antons. Village Officials Dinner The Village Officials Dinner is scheduled for March 21st and being hosted by the Village of Clyde. Pledge of Allegiance Matt Keagle Spirit Calvary Church has requested the use of Northup Park on June 23rd for a skateboard clinic. They would like to close off Park Street for the day. Mayor Monson asked if this event will be open to the public. Matt Keagle stated it is open to the community. Trustee Krasucki asked if wavers will need to be signed. Mr. Keagle stated wavers will be signed. Mayor Monson asked to keep the north side of Park Street open for emergency vehicles. Mr. Keagle stated that would not be a problem. Trustee Baker made the motion to approve the closing of Park Street on June 23, 2007 for the skateboard clinic. Trustee Krasucki seconded the motion and all voted in favor. Police Department Chief Miller has turned in vouchers in the amount of approximately $17,000 for the grant that was awarded. Payment should be received within the next few weeks. Highway Department • Mayor Monson stated the highway department and water/sewer department has done an excellent job this winter and would like to thank them for all their hard work. • Mayor Monson stated he received only one complaint for shutting Main Street down for snow removal Friday the 16th. East Port Bay Road • Mayor Monson would like to publicly thank the Village Highway Department, Wayne County Highway Department, Wayne County Water and Sewer Authority and the Village Water/Sewer Department for the excellent job they did during the water main break at East Port Bay Road and Brown Road. • Mayor Monson thanked the Water/Sewer Department and the Highway Department for the good job they did during the water main break on Draper Street. Fire Department Mayor Monson stated the Fire Department is doing an excellent job. They have purchased a fire rescue boat and if one life can be saved, it will be well worth the purchase. Code Enforcement Mr. Vezzose has received many complaints regarding Wolcott Estates plowing and the fire exits not being shoveled out. Mr. Vezzose has contacted the head office for Wolcott Estates and the problem should be resolved within the next few days. Wolcott Historical Society Mayor Monson will be meeting with Judi Buckalew regarding the bicentennial celebration on Friday March 2 at 11:00 AM. Mitigation Grant The Pre-Disaster Mitigation Grant is now at the federal level. Mayor Monson has spoken to Walsh’s office and asked for his support. MRB Group has also contacted Walsh’s office asking for support for the Village. Bicentennial Celebration • The big events will be held July 12 – July 15. The events will be held in Northup Park. • Mayor Monson has scheduled a meeting on March 6 at 6:00 PM at the Village Hall for all the local food merchants to give them the opportunity to sell their food products at the bicentennial celebration • The Village will be entering a float in the parade. Two employees from the Village will be attending the float workshop. Mayor Monson has spoken with Phoebe Cortessis, a descendent of Jonathon Melvin, asking her to attend the celebration and ride on the Village float. Mrs. Cortessis is going to try to attend the celebration and has also invited other descendents. • March 24, 2007 is the re-dedication ceremony for the Bicentennial Celebration. The re-dedication ceremony will be held in the Wolcott Falls Park. Mayor Monson has contacted Oaks, Nozzolio, and Walsh’s offices to see if they will be able to attend the ceremony. There will be a light lunch served at the Elks Lodge after the ceremony at a cost of approximately 6 dollars per person. There will be a band and someone riding a horse portraying Jonathon Melvin for the celebration. Mayor Monson would like the police department available for that day. Gear Reducer The gear reducer has been ordered. The total cost is $5,993.00. Village Officials Dinner The next Village Officials dinner is scheduled for March 21. Village of Wolcott Board of Trustees February 13, 2007 7:00 PM Mayor Monson called the meeting to order 2/13/07 at 7:00 PM. Members Present: Trustees Baker, Costello, Krasucki and White Others Present: Jerry Laird and Nicholas Rizzo. Pledge of Allegiance Police Department Chief Miller stated Wayne Net is still working in the Wolcott area. Wayne Net website has a tribute to Kevin Adami on their website www.waynenet.info if anyone would like to look at it. Highway Department • The highway department would like to thank the water/sewer employees for all their help plowing. • Trustee Krasucki stated she has received compliments on the good job the village has been doing plowing. • Trustee Costello stated he also has received many compliments. • Mayor Monson would like to thank Otis Vezzose also for his help with clearing the sidewalks. • Mayor stated the Village will be receiving approximately $31,000 in C.H.I.P.S funds. Water/Sewer • Trustee White thanked Jerry Laird for the nice job on rebuilding vain compressor. • Trustee White read an estimate from Newark Electric for a new gear box. The estimate was for $8,100.00. Mayor Monson stated he has two additional quotes coming. Trustee White would like to approve purchasing a gear box of at least $8,100.00 not to exceed $10,000.00. Venus Some residents would like to change the color of Venus to its original color for the 200th year celebration. Mayor Monson would like to table this matter until the next meeting until more data can be given. Renaming Pavilion Tabled until next meeting. Planning Board Appointments Mayor Monson has a new candidate for the opening of a Planning Board alternate. The candidate will attend the next meeting on March 12, 2007. Newport Alliance Trustee Baker made the motion to approve the Newport Alliance contract at the same rate of 2006 for drug testing of Village employees. Trustee Krasucki seconded the motion and all voted in favor. Union Negotiations The union negotiations are finished. The Board will vote on the new contract at the February 27, 2007 meeting. Minutes of 1/23/07 Trustee White made the motion to approve the minutes of 1/23/07 as corrected. Trustee Costello seconded the motion and all voted in favor. Village of Wolcott Board of Trustees January 23, 2007 7:00PM Mayor Monson called the January 23rd,2007 meeting to order at 7:00PM. Members Present: Trustee Baker, Costello, Krasucki, and White. Others Present: Robin Delf-Connor, Daphne Dudus, Judi Buckalew, Bob Stell, Jerry Laird, Sue Scott, and David Miller. Pledge of Allegiance. Mayor Monson requested a moment of silence in honor of Kevin Adami, our Village of Wolcott undercover police officer, who recently passed away as a result of a car accident on January 9, 2007. Mayor Monson then read a touching tribute also in his honor. At this time Trustee Krasucki asked if a resolution could be passed to allow the Village to post an article in the local newspapers to make the Village residents aware of the fact that there is an educational fund set up for Kevin’s young son Connor if anyone would be interested in making a donation. Police Department: Chief Miller spoke very highly of all the great work Kevin Adami had done not only for the Village but also for the Wayne County Drug Task Force. Kevin Adami will be missed greatly by all that knew him. Chief Miller then gave an update on the recent break ins and tire slashing in the Community. The State Police and the Sheriff’s Department are currently working together with the Village of Wolcott Police Department to try and solve these crimes based on some leads the Department has received. Highway Department: Trustee Costello stated that the Highway Department has been busy plowing and sanding quite a bit lately with the current weather. Trustee Costello would like to make sure that the plow permits are being purchased by individuals who are currently plowing residential properties, and that they are being checked on regularly. Trustee Costello asked Chief Miller to check in on a car located on Wright Street that is in the way of the Highway Department’s plowing. Chief Miller informed Trustee Costello that this car issue has already been addressed. Water/Sewer Department: Mayor Monson reported that there are no current violations at the plants. He also stated that the springs have been our main source of water source for well over a year. Fire Department: Mayor Monson has spoken with Chief Wellington regarding a controlled burn of all the tree limbs, stumps and other brush located at the springs. Chief Wellington stated that when the date is set for this burn that the fire department will continue to supervise this until the burn is completed. Code Enforcement: Otis Vezzose informed the Board that Reckitt and Benckiser have installed a locked gate at the entrances of the property. Assistant Chief Rick Miller and Zoning Officer Otis Vezzose contacted Reckitt and Benckiser to notify them that due to fire issues the gate cannot be locked unless the Fire Department has a key to gain entry in the case of a fire or other emergencies. Rick Miller then received keys to the gate from Reckitt and Benckiser with the reassurance that the Company will continue to maintain the buildings and surrounding property for as long as the property is owned by Reckitt and Benckiser. Historical Society: Judi Buckalew updated the Board on the upcoming events that will benefit the Historical Society, such as the upcoming Starlight dinner and casino night as well as the Dinner Theater in March. Judi also is very pleased that the Wolcott Falls Park is tying in very nicely with the bicentennial celebration. Mayor Monson is encouraging anyone who would like to represent Jonathan Melvin in any of the parades or festivities to get in contact with a member of the Bicentennial Celebration Committee. As Judi Buckalew commented on the Wolcott Falls Park Mayor Monson wanted to reiterate that the Park is being maintained by grants not the Village of Wolcott tax dollars. Bob Stell: Mr. Stell raised the question of signage on the new Chan Park to inform the community of the location. Mayor Monson informed us that the signs for the Wolcott Falls Park as well as the Chan Park (located on Wilson Street) are almost finished and will be erected as soon as completed. Also, the Chan Park is state funded as well. Mathew Alexander water bill: Mr. Alexander purchased the property located at 8346 Roney Road from the County on 6/17/2004. Property had been owned by Mr. Nixon prior to the County taking it over. Upon completion of the purchase of the property Mr. Alexander was not made aware of the existing water bill owed by Mr. Nixon. The amount owed by Mr. Nixon was in the amount of approximately in the amount of $640.40.Once the property was transferred to Mr. Alexander, he received no water bills in his name because the water/sewer department was not made aware of the sale of the property, therefore all the water/sewer bills were sent out in the name of Nixon and returned with no forwarding information available. Mr. Alexander has now sold the property and the new owners have made contact with our office to inform is of the sale. However the existing water bill is still attached to this property and cannot be relevied to the property taxes because it is outside of the Village. Mr. Alexander has proposed to pay what he believes is the amount he owes from the time of his purchase of this property. At this time Mr. Alexander is asking the board to dissolve the prior balance when Mr. Nixon was owner because of the fact he was not made aware of this balance at the time of his purchase. (See attached proposal letter) Mayor Monson said that it is unfortunate that the County did not make Mr. Alexander aware of the existing water bill; however the Village cannot afford to absorb the water bill owed by Mr. Nixon. The Water clerk will let Mr. Alexander know the decision of the Board regarding this matter. Mayor Monson: Mayor Monson asked for a motion to allow him to sign any confidentiality request forms for perspective tenants of Reckittt and Benckiser. Trustee Baker made the motion, seconded by Trustee Krasucki. Motion carried. Trustee Costello: Trustee Costello inquired about the inmates from Butler Shock Facility building a small storage building for the Highway barn. Mayor Monson has to make contact with Sergeant Coleman regarding this. Minutes of 1/09/07: Motion to accept minutes as read with one correction made by Trustee White, seconded by Trustee Krasucki. Motion carried. Minutes of 1/11/07: Motion to accept minutes as read made by Trustee Costello, seconded by Trustee Baker. Motion carried with Trustee White abstaining due to her absence from this meeting. Abstract 16: Trustee Costello made a motion to approve abstract 16 with the exception of the payment to CP Ward in the amount of $90,224.54 due to the fact that this payment was approved in the January 9, 2007 minutes. Seconded by Trustee White. Motion carried. Robin Delf-Connor: Mrs.Delf-Connor raised the question as to why the kiosk at the Falls Park was erected on the observation deck. Mayor Monson said that it can be moved but it was put at that location because we have another one being made that will be put up in the yard somewhere next to the observation deck. Mrs.Delf-Connor stated that she knows that some weddings have been planned on the observation deck and thought that maybe that the kiosk would interfere. Mayor Monson stated that we will see how it plays out but if it doesn’t work out there it can be moved. Mrs.Delf-Connor also inquired about the Wolcott Bicentennial celebration as to there was any way that it could be posted on the Village of Wolcott website. Mayor Monson informed everyone that he has created a web site named the “Wolcott Crier” and has posted information on the Bicentennial celebration here. This is a very interesting web site offered to residents by invitation only, if you would like to be invited to this web site you need to send Mayor Monson an email atjmonson@rochester.rr.com stating so and he will send you an invitation. Mayor Monson would also like everyone to know that this site is designed to inform people on the history and current happenings in the Community; this however is not a site for political or religious views to be expressed and that Mayor Monson reserves the right to remove anything he feels is referenced in bad taste. Mrs.Delf-Connor expressed concerns regarding the meeting Mayor Monson will have with the staff and owners of Reckitt and Benckiser on Monday, January29, 2007. Does Mayor Monson have any political backing on this issue? Mayor Monson stated that yes, he does He has contacted several County Officials receiving great support from Senator Nozzolio,Senator Schumer,Senator Clinton, Assemblyman Oaks, and Congressman Walsh. Round Table: Trustee Baker- had nothing for round table. Trustee Costello: had nothing for round table. Trustee White: had nothing for round table. Trustee Krasucki: In light of Officer Kevin Adami’s death Trustee Krasucki just wanted everyone to take the time to remember all of our public servants that put their life on the line every day for our safety. Village of Wolcott Board of Trustees January 11, 2007 6:00 PM Mayor Monson called the emergency board meeting to order 1/11/07 at 6:00 PM. Members Present: Trustee Baker, Costello and Krasucki Members Absent: Trustee White Resolution 2007 – 03/All Hazard Mitigation Mayor Monson explained the reason for this emergency meeting was to adopt Resolution 2007 – 03/All Hazard Mitigation in order to apply for the second stage of the Pre-Disaster Mitigation Grant. The County, State (SEMO) and Federal (FEMA) has already adopted this resolution. The Board expressed their disappointment and concern of not being able to review the Multi –Jurisdictional All Hazard Mitigation Plan before the adoption of this resolution but understand the urgency of the adoption in order to meet the grant deadline of 1/12/07 for the Pre-Disaster Mitigation Grant. As the plan has been adopted by FEMA, SEMO and the County the Board will assume it meets the needs of the Village of Wolcott. Trustee Costello made the motion to adopt Resolution 2007 – 03. Trustee Baker seconded the motion and all voted in favor. Weager Springs Change Order Trustee Krasucki made the motion to approve change order G6-04 in the amount of $6,007.00 bringing the total project cost to $638,819.00. Village of Wolcott Board of Trustees January 9, 2007 7:00 PM Mayor Monson called the meeting to order 1/9/07 at 7:00 PM. Members Present: Trustee Baker, Costello, Krasucki and White. Others Present: Ross Chrisman, Kim , Daphne Dudus, Michael Bettes, Sherrie Sheldon, Shana Bielemeier, Otto Meyer, Ray Wellington, Nick Rizzo, Ken Dobbin, Jerry Laird, Larry Hogan, T. Bettes Pledge of Allegiance Fire Department • The Fire Department has cleared the first stage of a $126,000 FEMA Grant that they applied for. • Two volunteer firemen have moved out of the fire district and would like to remain active members for the Wolcott Fire Department. The individuals are David Urban and Ron Molinari. Trustee Baker made the motion to allow David Urban and Ron Molinari to remain active members of the Wolcott Fire Department. Trustee Costello seconded the motion and all voted in favor. • The ladder truck is still scheduled to arrive in July 2007. • Mayor Monson would like the pile burned down at the new spring’s road. Chief Wellington will schedule for sometime during the day. • Mayor Monson asked Chief Wellington when the Fire Department plan on burning the Safe Harbor House on Williams Street. Chief Wellington said they would like to plan it on a Saturday or Sunday morning. • Trustee Baker asked if the Fire Department charges when they do controlled burns. Chief Wellington stated they cannot charge, but ask for donations. Police Department • The Police Department has been very busy with burglaries within the Village. • Chief Miller would like to use Heather Perce for data entry in the Police Department. The Board agreed to let the Police Department use Heather Perce for Data entry. • The Grant for labor hours should be received within the next three to four weeks. • Mayor Monson informed Chief Miller a one-hundred fifty foot truck will be coming through the Village on 1/11/07 and would like him aware should police services be needed. Water/Sewer Department • Rick Miller is at training for the Fire Department so will not be in attendance for this meeting. • Mayor Monson stated both the water and sewer plants are 100% in compliance. • Mayor Monson stated the springs are in full operation and the water plant has not been run other every couple weeks for maintenance. Code Enforcement • Otis Vezzose condemned St. Anton’s building on West Port Bay due to black mold. • Burnett Concrete will be starting their $200,000.00 expansion on February 1, 2007. • Otis Vezzose will be attending his annual training in March 2007. Wolcott Historical Society No members of the Historical Society are in attendance. Highway Department • The Highway Department has been picking up Christmas trees, have taken down the lights and banners. • Nick Rizzo checked into getting DSL internet service for the highway barn. The cost will be around $40.00 per month. The Highway Department currently has Z-Link, a dial-up connection, at $179.00 year. Mayor Monson stated most forms can only be done on line now and recommended DSL for the connection. Trustee Costello made the motion to have DSL installed at the Highway Department. Trustee White seconded the motion and all voted in favor. • NRW School had seventy tons of salt delivered to the highway storage shed. • The truck will be built this month. East Port Bay Road Project CP Ward has requested payment in the amount of $90,224.50 for the work on the East Port Bay Road project. Mayor Monson stated the final payment will not be made until problem areas are corrected. Trustee Baker made the motion to pay the invoice in the amount of $90,224.50. Trustee Krasucki seconded the motion and all voted in favor. Mayor Monson will schedule a meeting with MRB Group and CP Ward to discuss the problem areas for the East Port Bay Road project. Planning Board Raymond Fox has decided not to seek reappointment for his position as Planning Board Member for the Planning Board. Mayor Monson would like to appoint Sue Scott to fill his vacancy. Trustee White made the motion to appoint Sue Scott as Planning Board Member. Trustee Costello seconded the motion and all voted in favor. Edwin McQueen Mayor Monson received Edwin McQueen’s signed resignation for the Zoning Board of Appeals. Mayor Monson thanked Mr. McQueen for his many years of dedicated service. A “thank you” card will be sent to Mr. McQueen. Mayor Monson would like to appoint George Buckalew to fill the vacancy. Trustee Baker made the motion to appoint George Buckalew as a member on the Zoning Board of Appeals. Trustee Krasucki seconded the motion and all voted in favor. Weager Springs Change Order Mayor Monson stated Bernard Donegan , Inc have put the Bond Anticipation Notes out for bid for Weager Springs. The sale date is scheduled for 1/11/07. Resolution 2006 – 28 Mayor Monson stated Resolution 2006 – 28 needs to be approved and be retro-active to 12/18/06. Mayor Monson contacted each board member for pre-approval. The resolution needed to be approved in order to receive the park grant in the amount of $10,000.00. It needed to be turned in by December 31, 2006. Trustee White stated she is disappointed on how this matter was handled. Mayor Monson agrees with Trustee White, but did not want to lose the grant. Trustee Baker made the motion to approve Resolution 2006 – 28, retroactive to December 18, 2006 authorizing Mayor Monson sign contracts on behalf of the Village of Wolcott. Trustee Costello seconded the motion. Trustee Baker, Costello and Krasucki voted in favor with Trustee White opposed. WCWSA Water Main Mayor Monson would like the Board to start thinking about making a decision whether or not to connect to the WCWSA water line being installed down Ridge Road. Mayor Monson does not believe it will benefit the Village of Wolcott to connect. Lions Club The Lions Club would like Board approval to move the Annual Car Show festivities from Main Street to Park Street, part of Northup Avenue and the north end New Hartford Street. Trustee Costello made the motion to approve to move the Annual Car Show festivities from Main Street to Park Street, part of Northup Avenue and the north end New Hartford Street. Trustee Baker seconded the motion and all voted in favor. Dr Chan Property Mayor Monson would like to publicly thank Dr. and Mrs. Chan for their donation of 3.14 acres of property on Wilson Street. This property will be used as green space and a dedication ceremony will be held naming the property “Dr. Chan’s Garden” as soon as the sign has been completed. Mayor Monson • The municipal parking lot sign for the east end of the parking lot that was damaged by the Pepsi truck will be made by Larry Banas and also a child that needs to do community service. • The kiosk has been installed at the Wolcott Falls Park. The reader boards will be installed in the next couple of weeks. • The falls have been lit for a month or so, but there needs to be another light installed. • The State Police have been patrolling the Wolcott Falls Park and making people leave when they are there taking pictures of the falls. Mayor Monson stated a change in hours of the park is almost finished and will be installed. • Mayor Monson would like the Highway Department to remove the tree where the new clock will be installed on Main Street. • Mayor Monson would like to publicly thank Chuck and Daphne Dudus for donating the electricity for the clock after installation. The Village would like to move the pole behind Venus also. Nick Rizzo will get estimates for a new hinged flag pole and Otto Meyers has offered to take it to the Lioness Club. Betty Coman would like the plaques on the old pole to be placed on the new pole stated it was donated by the Lioness Club. Trustee White (cont’d) • The Planning Board would like to hold a workshop with the Board of Trustees to review the Comprehensive Plan. There are sections of the Comprehensive Plan that the Board of Trustees should have accomplished. The Board of Trustees will meet at 6:00 PM on 1/23/07 before the regular board meeting and review the Comprehensive Plan before they set up a meeting with the Planning Board. Water Meter Testing Mayor Monson recommended the water meters start being tested. 5 – 10 % of water is not being paid for because of faulty meters. The Board agrees to start having the meters tested. Kurt LaTray Kurt LaTray has requested a reimbursement of late fees imposed on his water bills from June, September and December 2006. Mr. LaTray has not received a bill since March 2006 due to an error by the Village. Trustee Baker made the motion to reimburse Mr. LaTray’s late fees for June, September, and December 2006 in the amount of $35.09. Trustee Krasucki seconded the motion and all voted in favor. Jenny and Larry Banas The Banas’ would like to request a reimbursement in the amount of $90.23 due to an over billing error. Resolution 2007 – 01 Trustee Baker made the motion to approve Resolution 2007 – 01 appointing David MacDougall as custodian for the Village Election and Dorothy Patt and Rowena Blake as election inspectors for the Village Election to be held March 20, 2007. Trustee White seconded the motion and all voted in favor. Resolution 2007 – 02 Trustee White made the motion to approve Resolution 2007 – 02 abolishing voter registration day in the Village of Wolcott. Trustee Krasucki seconded the motion and all voted in favor. Village Justice Attorney Art Williams stated in a letter the Village Board can still rescind Resolution 2006 – 18 stated a Village Justice can reside anywhere Wayne County. Trustee Costello questioned the response via e-mail from the he Wayne County Board of Elections recommending the Village contact the Attorney Generals Office to get their opinion regarding this matter. The Wayne Board of Elections feels opening the Justice position to Wayne County should have been done by local law and not by resolution. Mayor Monson stated the Village attorney stated it was done correctly and to leave things as they are. Trustee White Trustee White handed out the 2007 Planning/Zoning Workshop program at the Planning Board meeting and to the Board and would like them to look it over. Reservation need to be given to the Clerk by March 5, 2007. Mayor Monson • The Village has been approved for the first step of the Pre-Disaster Mitigation Grant. The second step of the grants needs to be in by 1/12/07 by 5:00 PM. Mayor Monson thanked Sharon Lillia for all her hard work and hours she has put in for this grant. The Board has to vote whether or not they will contribute 25% of the project costs. The amount would be $316,000.00. Bernard Donegan prepared a proposed 20-year Maturity Schedule for borrowing $300,000.00. The highest payment is $31,000 the first year and the last year $15,000.00 on the 20-year schedule. Trustee Costello made the motion if the Village receives the Pre-Disaster Mitigation Grant the Village will pay the 25% of the project cost. Trustee Baker seconded the motion and all voted in favor. • The Village has to also sign an Annual Maintenance letter for the storm sewers for the next step of the grant. Trustee Baker made the motion to have Mayor Monson sign the Annual Maintenance letter. Trustee White seconded the motion and all voted in favor. • Mayor Monson read a letter from the Justice Board requesting Village Justices to act in other townships should the Judge of that jurisdiction not be available. Trustee Baker made the motion to have Mayor Monson sign the request. Trustee White seconded the motion and all voted in favor. • Mayor Monson has the highway department looking at the breakers for the fountain because the breakers keep blowing for some reason. Nicholas Rizzo Trustee White made the motion to correct the minutes of June 13, 2006 to reflect the hiring of Nicholas Rizzo as Highway Foreman at $15.00/hr with full benefits per the union contract. Trustee Baker seconded the motion and all voted in favor. Trustee Krasucki made the motion to adjourn the meeting at 9:21 PM. Trustee White seconded the motion and all voted in favor. Village of Wolcott Board of Trustees December 18, 2006 7:00 PM Mayor Monson called the special meeting to order 12/18/06 at 7:00 PM. Members Present: Trustee Baker, Costello, Krasucki and White Others Present: Betty Flint, Betty Coman, Mike Caywood, Ron Lancy, Bob Stell, Otis Vezzose, Jerry Laird, Bill Steighler, Rusty Schryer, June Tyler, Marie Thomas, Dr. Derek Chan, Ed Wheeler, Karen and Don Camp. Mayor Monson Mayor Monson provided a power point presentation for consideration on the four possible locations for the placement of the Rotary Clock. The first possible site is between Ryan’s Pub and Forget-Me-Not Tots. The second possible location is in front of Vern’s Barber Shop. The third possible location is behind Venus on the island. The fourth possible location is in the Village Park. Mayor Monson stated if the decision is made to place the clock on Main Street, then trees will need to be cut down in order to see the clock. The Mayor stated the Wolcott Historical Society sent a letter recommending site number two. Betty Coman asked why the Wolcott Historical Society recommended site number two. Bob Stell asked that the letter with the reasons be read aloud. Trustee White was requested to read the letter (see attached). Trustee Krasucki stated the Planning Board voted unanimously to have the clock placed at the original location. Mayor Monson stated he does not like the third location behind Venus. He also thinks the flag pole that sits in front of Venus should be moved. Mayor Monson stated if the decision is made to put the clock in the first site, the Dudus’ agree to have the electricity run through their building. LaVern DeMay also offered to run the electricity through his building should the decision be made use the second site. There has been no positive feed back for location number four. The majority present believes it should be placed on Main Street. Residents are withholding donations unless the clock will be placed on Main Street. Karen Camp feels the clock should go in its original location. June Tyler feels the clock should go in its original location. Trustee Krasucki stated she feels that location number two the clock will be more visible. Trustee White again read letters from citizens stating their opinion on the placement of the clock. (see attached) Mayor Monson stated Nicki Henner called the office and stated she would like the clock between Bank of America and the old chocolate shop. Trustee Krasucki made the motion to place the clock in location number two - in front of Vern’s Barber Shop. The motion was seconded by Trustee Costello. The vote was as follows: Trustee Costello – Yes Trustee Baker – No Trustee Krasucki – Yes Trustee White – No Mayor – No The motion failed. Trustee White made the motion to place the clock in front of location number one – between Ryan’s Pub and Forget-Me-Not Tots. The motion was seconded by Trustee Baker. The vote was as follows: Mayor – Yes Trustee Costello – No Trustee Baker – Yes Trustee Krasucki – No Trustee White – Yes The motion carried. Mayor Monson thanked the Rotary for their time and effort on this project. Mayor Monson said it’s the little things that bring people to the Village. He stated the Wolcott Falls are lit at night and its beautiful looking over the observation deck. The kiosk will be remodeled within the next couple of weeks and installed. Reckitt and Benckiser Mayor Monson stated Reckitt and Benckiser are moving out of the Village. Mayor Monson contacted everyone he could think of to try to change the corporate office decision to close the plant, but the final decision has been made and there is nothing that will change their minds. Reckitt stated it is too expensive to operate in NY State. New Business Mayor Monson has talked with Mr. Mayo the new owner of the property located between the theater and Mark’s Pizza. Mr. Mayo has submitted the plans for the new Subway building. Otis Vezzose stated the building will cost $300,000.00. Mayor Monson explained Mr. Mayo does not have to go before the Village Planning Board, but the Wayne County Planning Board. The Village Planning Board stated they would like the building to fit with the other buildings on Main Street. Mayor Monson showed pictures of the buildings on Main Street - some are wood fronts, some are brick and some are vinyl siding. There is nothing historic about these buildings. Mayor Monson showed a picture of the Oswego Subway and stated the building will be similar to that one. Mayor Monson would like the Planning Board to look into the signage for the Village code. Executive Session Trustee Krasucki made the motion to enter into executive session at 7:55 PM to discuss a contractual matter. Trustee Baker seconded the motion and all voted in favor. Trustee Baker made the motion to come out of executive session at 8:12 PM. Trustee Krasucki seconded the motion and all voted in favor. Village of Wolcott Board of Trustees December 12, 2006 7:00 PM Mayor Monson called the meeting to order 12/12/06 at 7:00 PM. Members Present: Trustees Baker, Costello, Krasucki and White Others Present: Otis Vezzose, Ronald Lancy, Ed Wheeler, John Betts, Jerry Laird, Bob Stell, David Miller, Nick Rizzo, Trevor Connors and Greg Drake. Pledge of Allegiance Police Department Chief Miller stated the Wayne County Drug Task Force did a sweep a week ago and apprehended ten drug dealers from our area with a total of twenty-five apprehended. It was a very successful operation that had been in the works for the last five to six months. Mayor Monson thanked the police department on a good job. Highway Department • Trustee Costello would like to purchase a new computer for the highway department. Trustee Costello has checked with the police department to see if they have any extra computers, they do not. Trustee Costello would like to check with Dell Computers. • Mayor Monson has asked the clerk to check to see how much it would cost to have roadrunner installed at the highway department barn. • Otis Vezzose would like Trustee Costello to check on a new computer for the zoning enforcement department. Trustee Costello will research this. • Mayor Monson stated the police department is purchasing a lap top and the Board will be able to use it for presentations. • Trustee Costello would like to check into getting CB radios for the highway department. Trustee Costello will research this. • Trustee Costello stated the highway department would like a scanner for the highway barn. Trustee Costello will check on prices at Radio Shack. • The highway department would like the dumpster moved to the highway barn. Mayor Monson will check to see how much the sewer department uses the dumpster. • Trustee Costello stated East Port Bay Road is washing out where the construction was just done. Mayor Monson stated he is meeting with CP Ward and MRB this week and the Village will not be paying the final invoice until the problem is fixed. • The new highway truck will be built approximately January 21, 2007. Water/Sewer Trustee Krasucki read an estimate from LaValley Brothers in the amount of $1,860.00 for the exposure, cutting and clean up of the 1000 gallon fuel tank that is under ground at the water treatment plant and also an additional charge of (+) $195.00 per test for testing. This is required by the Department of Health. Fire Department Mayor Monson asked if the fire department should look into someone else for the servicing of the fire trucks because he feels John Servis is costly at eight-thousand dollars. Trustee Baker stated John Servis is very thorough and good at what he does. Code Enforcement • Otis Vezzose stated there are two fairly large building going up in the Village. Mayo’s Subway will be built on Main Street and Burnett Concrete on Auburn Street is expanding. Trustee White brought up that the Planning Board would like to be involved with the design of the Subway building. Otis Vezzose stated Mr. Mayo is planning on trying to have the building blend in with Main Street. • Otis Vezzose would like the police department to check the registrations on quite a few vehicles to see if they are valid at a property on Lake Avenue.
